故事发生于古代某大漠之中，一家面馆老板名为王五麻子，为人阴险吝啬，如此人品，老婆自然不待见。恰好伙计李四长得很帅又有幽默感，两人一拍即合，有了私情。王五发现两人私情后，没声张，而是花钱请来张三要求悄无声息地干掉两人。没想到张三没什么职业精神，看到王五有钱，先干掉了王五。后来阴差阳错，张三感觉有人发现了他，于是继续杀人，先是干掉了面馆另外两位伙计小六和七妹，后来又追杀李四和老板娘。不过邪不压正，李四和老板娘最终阴差阳错地干掉了张三，终成眷属。。《海滨帝国》再现了美国禁酒令时期（1920-1933年）大西洋城这个海滨小城阴暗面的生存状况。《海滨帝国》的编剧是《黑道家族》的编剧特伦斯·温特，该剧根据作家Nelson Johnson的原著《海滨帝国：大西洋城的诞生，鼎盛以及堕落》(Boardwalk Empire:The Birth, High Times and Corruption of Atlantic City)改编。。James Robertson buys a painting depicting witches being burned at the stake, one of whom bears an uncanny resemblance to his wife, Chris.
